This Discussion Paper was undertaken by Incite for UNEP as a contribution to the UNFCCC negotiations in Copenhagen in December 2009. The paper provides a detailed review of significant publications and workshop contributions of research bodies and think tanks on sectoral approaches, assesses the positions and activities of relevant industry sectoral bodies, and identifies some of the key challenges, risks and opportunities associated with sectoral approaches, suggesting what is required and politically realistic for a post-Kyoto regime. The paper is intended to assist negotiators, policy-makers and other interested parties in the development and implementation of sectoral approaches as a means of addressing the global challenge of climate change.
